Air France flight makes emergency landing in Kenya after a BOMB was found in toilet

An Air France flight from Mauritius to Paris has been forced to make an emergency landing in Kenya after a bomb was found in the toilet.

The Boeing 777 had been carrying 459 passengers and 14 crew members when pilots requested an emergency landing at a Mombasa airport at 12.30am, a Kenyan police official said Sunday.

Kenyan bomb experts have since confirmed that the suspicious package was a bomb, and at least two passengers are being questioned by authorities.

The bomb was found in the toilet and has to a safe place for detonation, Kenya Airports Authorities said in a statement.

Interior minister Joseph Nkaissery told reporters at Mombasa's Moi International Airport that Kenyan authorities were working with their French and Mauritian counterparts to determine the nature of the device.

He confirmed that a number of passengers who were aboard the flight were being questioned about the suspect device, but did not say if they were under arrest.

'We are in touch with Mauritius to know how security screening of passengers was done. A few passengers are being interrogated,' he said.

The Boeing 777 Air France flight 463 was heading to Charles de Gaulle airport in Paris when the pilots requested an emergency landing at the Moi International Airport at 12.30am, police spokesman Charles Owino said.

Banks stop use of ATM cards abroad

Deposit Money Banks have commenced a process to stop all customers from using their payment cards, popularly known as Automated Teller Machine cards, for dollar-denominated transactions when they travel abroad with effect from January 1, 2016.

Our  investigation also revealed the banks would not allow their customers to use naira-denominated ATM cards locally for transactions denominated in forex.

This means bank customers will not be able to use their cards to buy products from foreign e-commerce sites like e-bay and amazon.com in which payments are made in forex.

The development follows the lingering scarcity of foreign exchange, especially the dollar, to settle obligations arising from customers’ use of the ATM cards for forex-denominated transactions.

Already, Standard Chartered Bank has notified its customers that from January 1, 2016, they will not be able to use their naira-denominated ATM cards for transactions that are denominated in foreign currencies, either locally or when they travel abroad.

In a notice to its customers, Standard Chartered said, “This is to notify you that from January 1, 2016, your naira card will no longer be enabled for international use. This is as a result of the limited foreign exchange supply in the financial market.”

Asked how long the suspension of cards from international transactions would be, the spokesperson for Standard Chartered Nigeria, Mrs. Dayo Adurogbo, said, “We cannot give a definite date. It depends on how soon it is available. We will do everything to meet our customers’ demand once it is available.”

Further findings showed that a number of other banks had stopped customers from using their ATM cards abroad but had yet to officially communicate this to them.

Some customers told our correspondent that when they notified their banks of plans to travel and the need to enable their cards work overseas, they were simply informed that the cards could not be enabled for now due to issues relating to forex scarcity.

SUNDAY PUNCH findings showed others banks might issue notices similar to that of Standard Chartered Bank before the end of the year.

“We had some discussions recently and some top bank officials said they would stop customers from using their naira-denominated cards for international transactions due to the serious challenges in getting forex to settle their international partners,” a top bank official, who spoke on condition of anonymity because he was not authorised to speak on the matter, said on Friday.

The current situation means customers travelling abroad for Christmas and New Year may face severe payment challenges, a situation that may mar their shopping plans.

The fall in prices of crude oil, the main earner of foreign exchange for Nigeria, has made the nation’s forex income to reduce drastically, creating dollar scarcity crisis for the Central Bank of Nigeria.

The CBN has been rationing dollar to banks, importers and other forex users as the nation’s foreign exchange reserves continue to deplete, hitting $29.4bn on December 7, 2015.

EFCC arrests Stallion Group chief over N1.3billion “gift” to Dasuki, Yuguda

The Economic and Financial Crimes Commission has arrested the Managing Director of Stallion Group, Harprrie Singh, for allegedly making N1.3billion ‘questionable payment’ to a former Minister of State for Finance, Bashir Yuguda.
The Nigerian conglomerate, owned by the Vaswani brothers, is one of the major companies currently being questioned by the EFCC as part of the ongoing investigation into the messy arm procurement scandal in the office of a former National Security Adviser, Colonel Sambo Dasuki (rtd).
A source at the Commission disclosed that Stallion’s name cropped up when investigators scrutinizing transactions carried out by the former NSA with Jabbama Company, a bureau de change operator, stumbled on evidence that Stallion Group also paid N1.375billion to the company, although N100million of the money was later returned, leaving a balance of N1.275billion.
Investigation further revealed that Jabbama converted the money into United States Dollars ($114,750,000) and handed it to Mr. Yuguda, former minister of state for finance, who is already being prosecuted on multiple charges of fraud and money laundering.
Mr. Yuguda was said to have explained to EFCC interrogators that the N1.175billion received from the Stallion Group was at the instance of former NSA, Dasuki, for political purposes.
In the statement he volunteered to interrogators, EFCC sources said, Mr. Singh claimed his company had a $170million contract with the ONSA to supply some vehicles and that, he had already supplied the first batch of 50 vehicles since November 2014 for which he was yet to be paid.
Additionally, he confessed that the money he gave to Mr. Yuguda was at the request of both Messrs Dasuki and Yuguda, to support their party.
Detectives at the EFCC say they are trying to understand why a corporate organisation would, instead of making donation to any political cause through the relevant political parties, route the fund through the NSA.
They are also trying to understand whether the money was an inducement for a contract awarded to the company by the NSA.

Zaria Shiites Massacre: SERAP Seeks UN Investigation

The Socio-Economic Rights and Accountability Project (SERAP) has sent an appeal to Mr. Christof Heyns, the United Nations Special Rapporteur on extrajudicial, summary or arbitrary executions, requesting an urgent investigation of allegations of an attack by the Nigerian military on a Shia Muslim group in Zaria, Kaduna State, and the alleged killing of numerous people after a military convoy got stuck by a march.

SERAP is seriously concerned that the allegations of extra-judicial executions by the Nigerian military amount to serious violations of the right to life, guaranteed under article 6 of the International Covenant on Civil and Political Rights to which Nigeria is a state party,” the group said in the appeal today, and signed by SERAP executive director Adetokunbo Mumuni.

“According to reports, thousands of members of the Islamic Movement of Nigeria held a march to mark the birthday of the Prophet Mohammed,” SERAP said, adding that the Nigerian Chief of Army Staff, Lt. Gen. Tukur Yusuf Buratai, and his convoy wound up trapped in the gridlock. “According to some accounts, a metal object was thrown at the general’s vehicle by someone in the crowd. Soldiers mistook the sound for gunshots and apparently thought it was part of an attempt to assassinate the general. Soldiers in the convoy then reportedly opened fire, killing a number of people. Soldiers reportedly troops targeted the group's shrines and enclaves. Members of the sect put the number at more than 100.”

The group specifically requested the Special Rapporteur to:
    •    Publicly express concerns about the allegations of use of excessive force by the Nigerian military and the unlawful killing of many members of the Shia Muslim group in Zaria, Kaduna;
    •    Investigate the allegations and/or ask the Nigerian government to thoroughly investigate the allegations and bring to justice anyone suspected to be responsible; and
    •    Ask the Nigerian government to establish effective accountability mechanisms for human rights violations by its soldiers
SERAP underlined that the right to life is fundamental because without it all other rights would be devoid of meaning, adding that this right ensures that every person has a right to be free from arbitrary deprivation of life, and places certain limitations on the use of force, including by the Nigerian military.

It expressed concern that the attack by the Nigerian military may amount to disproportionate and excessive use of force and not militarily necessary in the fight against Boko Haram, saying that the soldiers should have done everything feasible to prevent the killings.

By ‘Everything feasible,’ the group said it meant precautions that are “practicable or practically possible taking into account all circumstances ruling at the time, including humanitarian and military considerations.”

“As one of the State’s central duties is to protect life, it is a particularly serious breach of this duty when its own agents violate this right – leaving little hope that they will be effective in preventing violations by others,” it explained, saying it was concerned that human rights are brought under threat and the security of the country may eventually be put at risk if the power of the military is not properly controlled or if the military is not held to account for serious human rights violations.

To buttress its argument, it cited the provisions of the 1999 Nigerian Constitution (as amended) and international law; the International Covenant on Civil and Political Rights; and the UN Principles on the Effective Prevention and Investigation of Extra-legal, Arbitrary and Summary Executions.

Saudi Arabia on Tuesday announced the formation of a 34-state Islamic military coalition to combat terrorism, according to a joint statement published on state news agency SPA.

"The countries here mentioned have decided on the formation of a military alliance led by Saudi Arabia to fight terrorism, with a joint operations center based in Riyadh to coordinate and support military operations," the statement said.

A long list of Arab countries such as Egypt, Qatar, the United Arab Emirates, together with Islamic countries Turkey, Malaysia, Pakistan and Gulf Arab and African states were mentioned.

Zaria Massacre: NSCIA summons expanded emergency meeting, over 200 top Muslim leaders to attend

The leadership of the Nigerian Supreme Council for Islamic Affairs, NSCIA, has summoned an emergency “expanded general purpose meeting ” over last week’s massacre of members of the Islamic Movement in Nigeria.
The NSCIA is the highest Islamic body in Nigeria, under the leadership of the Sultan of Sokoto, Saad Abubakar.
A source at the NSCIA told our team that about 200 top Muslim leaders were invited for the meeting called to review the massacre.
The invitees have already started arriving Abuja, this newspaper learnt.
“The meeting will hold at 4pm today at the National Mosque,” the source said.
Another source said those attending Wednesday’s meeting include all elected officials of the NSCIA as well as all past leaders of the body.
“Others are leaders of all Islamic organisations in Nigeria, top Muslim leaders, clerics, scholars and traditional rulers,” our source said.

He also said all former governors, ministers, Inspectors General of Police, all former Chiefs of Army Staff, Chiefs of Air Staff, Chiefs of Naval Staff and Chiefs of Defence Staff who are Muslims have also been invited for the meeting.
“Those serving in the present administration are however, excluded,” he said.
A top official of the NSCIA, who declined to be named because he was not authorised to disclose the meeting to the media, said the NSCIA called the meeting because it was “shocked by the silence of both the government and the human rights community over the massacre”.
“Where is our humanity, how can a people be so massacred and we all remain silent as if it is normal,” he said. “Today it is the Shiite, tomorrow, it could be me or you,” he said.
Efforts to reach the Secretary General of the NSCIA, Is-haq Oloyode, were unsuccessful. Those close to him said he was on his way to Abuja from his Ilorin base.
